If social organizations are to play their full role in China's response to AIDS, measures need to be taken to ensure that these organizations can legally register, seek financial support and work within the legal framework. Civil society organizations can not only play an important role in the provision of services, but also express their needs and concerns on behalf of people living with HIV and high-risk groups.
It is not easy to further strengthen the response needed to contain and reverse the AIDS epidemic in China, but China has the ability and resources to do it. China is preparing the next five-year action plan for the prevention and control of AIDS (2011-2015), and now is the time to set goals, priority areas and allocate resources to meet the commitments made by the Chinese Government to achieve the Millennium Development goals by 2015.
